Here is a good starting place if you are new to animation and cartooning,

from Preston Blair's book on cartooning and animation. Although
it was written for traditional methods, everything can be adapted
for computer based animation. Last time I looked this site was closed
for a rewrite.
There is some good information available. Although most of this
is presented using traditional animation techniques (pencil and
paper) all of the methods involved can be adapted to your computer
animations, in fact your computer animations will improve immensely
if you study traditional cartoon animation methods.

If you want to improve your Flash skills, then a good starting point
is to head over to ultrashock.com
and have a look at the tutorials available. Most of them can be downloaded
in PDF format for viewing off-line, and you can also download the
corresponding Flash file.
