I have used PhotoImpact for a long time to optimise my images for the galleries, and also to create web graphics. I also use it exclusively to create frames for images, it is so easy to do.

I have been playing around to assess the programs potential for creating images, and modifying photographs. Here are some of my initial experiments, it looks quite promising. It is a very versatile program

I first discovered this program when an earlier version was given away on a magazine cover CD

It has dozens of automated features which the beginner will find really helpful. However the more experienced user won't be disappointed, as there are also many tools to allow you complete freedom to create just the effect that you want.
