This is one of my very early images created with Xara (or Corel Xara as it was then)

Everything is pure Xara, including the sky and the water. Xara has fractal fills, that allow you to create very realistic textures without the need for a bitmap or modelling software.

Because Xara has transparency you can layer fills on top of each other to get just the effect that you require.
